Subject: Amendments to CCC 8456.11.10.00-8 and 80 other CCC codes, effective June 23, 2023.



Export regulation code “481” has been added to CCC 8456.11.10.00-8 “Machine tools operated by laser processes, of a kind used solely or principally for the manufacture of printed circuits, printed circuit assemblies, parts of heading 85.17, or parts of automatic data processing machines” and 80 other CCC codes (see the Attachment).

These CCC codes have been added to the List of Commodities Assisted by Customs for Export Examination.

Articles 8.1 and 30 of the “Regulations Governing Export of Commodities”

Supplementary Information:

Machine tools are one of the important industries in the Republic of China. The United States has imposed an additional 25% tariff measure, in accordance with Section 301, on machine tools that are made in mainland China. These amendments are intended to prevent machine tools made in mainland China from being transshipped through the Republic of China and avoid the additional tariffs imposed by the United States. In addition, they are expected to safeguard the overall interests of the Republic of China's machine tool industry and trade order, while strengthening export management.

When machine tools made in the Republic of China are exported to the United States, exporters shall apply to the issuing agency for a Certificate of Origin with the Republic of China as the country of origin in accordance with the provisions of Article 21 of the “Regulations Governing Issuance of Certificates of Origin and Certificates of Processing” before the goods are released by customs. Then, the exporters shall apply for the completion process within 30 days after the Certificate of Origin has been issued.
