Taiwan, Poland sign 3 MOUs at Economic Consultations

The 10th Taiwan-Poland Economic Consultations
The 10th Taiwan-Poland Economic Consultations was held in Taipei City on May 17, 2022, with the two sides discussing a range of issues such as trade, investment, semiconductors, electric vehicles, hydrogen energy, cybersecurity, healthcare, and pandemic prevention cooperation.

The meeting, which was co-chaired by Taiwan's Deputy Minister of Economic Affairs Chern-Chyi "C.C." Chen and Polish Deputy Minister of Economic Development and Technology Grzegorz Piechowiak, achieved significant positive outcomes, including the signing of 3 cooperation memorandums of understanding, on research and development, good laboratory practice (GLP) and electric vehicle cooperation.

In his opening remarks, Deputy Minister Chen said that amid the challenges posed by the ongoing global COVID-19 pandemic and the Russian invasion of Ukraine, economic and trade relations between like-minded partners Taiwan and Poland have been further consolidated. The two sides have established a solid foundation of cooperation in a range of fields such as green energy, ICT, cybersecurity, innovation and startup development, the Deputy Minister said, adding that he is happy to see that bilateral ties have continued to expand and deepen under the platform of the Economic Consultations.

Also speaking at the opening, Deputy Minister Piechowiak thanked Taiwan for donating epidemic prevention materials to Poland in April 2020. Poland was moved by Taiwan's generosity and reciprocated by providing 400,000 doses of AZ vaccine to Taiwan in September 2021. Such cooperation in combating COVID-19 illustrates the close partnership between the two sides, the Deputy Minister said, adding that the Economic Consultations serve as an important platform for enhancing mutually-beneficial bilateral cooperation and exchanges. Amid the ongoing global challenges, Poland will continue working closely with like-minded partners such as Taiwan to strengthen supply chain resilience, he said, emphasizing that Poland hopes to further deepen collaboration with Taiwan in a range of areas, such as supply chains, semiconductors, electric vehicles, the medical sector, and hydrogen power.

The three major cooperation MOUs signed at this year's meeting included one between Taiwan's Industrial Technology Research Institute and the Polish National Research Centre (Lukasiewicz Centre) to promote joint R&D on compound semiconductor components for electric vehicles and energy-saving applications.

Under the second MOU, signed between the Taiwan Accreditation Foundation and the Polish Bureau for Chemical Substances, the two agencies will enhance their technical and information exchanges on GLP compliance monitoring. The third MOU, between the Taiwan Electrical and Electronic Manufacturers' Association and the National Climate Change Center of the Polish Institute of Environmental Protection, will promote closer partnership ties in the field of EVs.

Poland has largest market as well as highest GDP among Central and Eastern European countries, ranking 22nd globally in the latter, following years of impressive economic growth, including an impressive rate of 5.7% for 2021, among the highest in the EU. The country enjoys a central location in Europe and possesses a highly-skilled workforce and a strong industrial base in a range of sectors including automobiles, aviation, and home appliances. Over 30 Taiwanese manufacturers have set up operations in Poland, in sectors such as electrical and electronics, ICT, and automotive and parts.
