Taiwan Has Professional and Transparent Electricity Tariff Examination Mechanism and Stable Electricity Prices
In response to the 2024 Taiwan White Paper published by American Chamber of Commerce in Taiwan on June 6, stressing that Taiwan's government should maintain the stability and transparency of electricity prices as possible. The Ministry of Economic Affairs (MOEA) stated that Taiwan's electricity price is based on Article 49 of the Electricity Act and the calculation formula, and professionally conducted in an open and transparent way. The electricity price calculation formula also takes factors, like the cost of electricity and social conditions, into account to make comprehensive considerations on adjustments of electricity prices, balancing cost reflection, stabilizing of electricity prices and consumer prices.

Taiwan's current electricity price reviews twice a year, in April and October respectively. The Electricity Tariff Examination Council is comprised of consumer protection groups, the Chinese National Federation of Industries, the General Chamber of Commerce of the Republic of China, experts in the fields of electricity, economics, law, and financial accounting, as well as government agencies. It also fully discloses various electricity cost and performance indicators.

Despite the energy crisis following the Russo-Ukrainian War, Taiwan's electricity prices have not increased as significantly as other countries. For example, energy prices in many countries directly reflect the increasing costs, and the accumulated adjustments of industrial electricity prices from 2020 to 2023 in these countries are as follows: Japan 36%, South Korea 87%, Germany 34%, France 160%, and the United Kingdom 126%; whereas Taiwan's industrial electricity price has only experienced a relatively modest increase of about 30%, as the mechanism has taken into consideration of cost of living and industrial competitiveness.

The MOEA emphasizes its gratitude toward the American Chamber of Commerce's suggestions and will continue to listen to industry recommendations, fostering public-private-partnership to attract both domestic and foreign investment. The MOEA also calls for all sectors of society to support the strengthening of electricity infrastructure and to seize Artificial Intelligence business opportunities.
