Another major step forward in ensuring a stable and reliable electricity supply! Taiwan Power Company (Taipower) held a groundbreaking and blessing ceremony for the Songhu Extra-High-Voltage Substation and Multipurpose Building today (24th). Taipower Chairman Tseng Wen-Sheng led company executives and the construction team in offering prayers for the project's successful completion, marking the official start of construction on this critical power infrastructure project after 26 years of planning and development. Taipower stated that the Songhu Substation is scheduled for completion in 2029 and will serve as a major power transmission hub for the Eastern District of Taipei, strengthening power grid resilience and providing a stable and reliable electricity supply to support urban and industrial development in the Nangang and Neihu districts.
Taipower pointed out that the implementation of the Taipei East Gateway Project, along with the rapid growth of industries in the Neihu Technology Park and Nangang Economic and Trade Park, has driven a substantial increase in electricity demand. As the existing Xizhi Substation in New Taipei City has reached its load capacity limit, the construction of the Songhu Substation will establish a critical power supply hub for the Eastern District of Taipei. The new substation will help alleviate power transmission congestion in the Nangang and Neihu districts while supplying electricity to these areas and supporting public transportation infrastructure, including the Songshan and Minsheng-Xizhi MRT lines. The project will further enhance power grid resilience and electricity supply reliability.
Taipower stated that it began planning the Songhu Substation more than 20 years ago as a proactive measure to address future electricity demand, with the project approved for implementation by the Executive Yuan in 2000. To gain public understanding and support, Taipower has held more than 100 public consultation and information sessions, as well as organized visits to substations. Following years of public engagement and administrative procedures, the Taipei City Government issued the construction permit in 2023. To alleviate power supply bottlenecks in the Nangang and Neihu districts as early as possible, Taipower promptly initiated the planning and construction of a temporary substation, which was completed and began supplying electricity at the end of 2025. With construction of the Songhu Substation officially commencing today, the project marks another significant milestone in strengthening the power grid in northeastern Taipei, reflecting the dedication of successive generations of Taipower employees to ensuring a stable and reliable electricity supply.
The development of the Songhu Substation has not been easy. Over the past 26 years, the project has spanned the administrations of four Taipei mayors, during which Taipower personnel have continued to engage with stakeholders and revise project plans in response to diverse opinions and concerns. Taipower pointed out that, during the fifth urban design review in September 2022, the main substation design failed to secure approval, leaving only 30 days to submit revised documentation. Taipower immediately worked with its consulting team to revise the design, working around the clock to complete and submit the required documents within the deadline. The project subsequently passed the urban design review in November of the same year. While the approval may have appeared to the public as just another stage in the project's development, for the Taipower employees who had been involved throughout the process, it represented years of dedicated effort and marked a critical step toward the construction of the Songhu Substation.
Taipower explained that the Songhu Substation will feature an underground design, with its electrical substation equipment housed below ground level. The above-ground structure will incorporate community-oriented public facilities, including a parking facility, an infant daycare center, an adult day care center, and landscaped gardens, creating a multipurpose building that integrates open spaces, recreational amenities, and social welfare services. In addition, the Songhu Substation will be equipped with a real-time electromagnetic field (EMF) monitoring system. By making scientifically measured data publicly available in a transparent manner, Taipower aims to build public trust and alleviate concerns about electromagnetic fields.
Taipower further explained that the Songhu Temporary Substation was completed at the end of 2025 and has helped maintain a stable electricity supply in the region through measures such as load transfers and equipment capacity upgrades. The permanent Songhu Substation is scheduled for completion in 2029. When completed, it will further alleviate loading on existing substations and enhance operational flexibility in power supply dispatch across the Nangang and Neihu districts.
Taipower emphasized that a reliable electricity supply is essential to urban competitiveness and that power infrastructure development plays a critical role in supporting both residential needs and industrial growth. Taipower expressed its hope to continue collaborating with the Taipei City Government and local stakeholders to accelerate the development of key power infrastructure projects, including the Beitou Shilin Technology Park Substation, creating mutually beneficial outcomes for urban development and electricity supply reliability.
