In line with Taiwan's net-zero emissions goals and its commitment to eliminating coal-fired power generation at Taichung Power Plant by 2034, the plant continues to advance its transition from coal to natural gas. To ensure the smooth implementation of the Taichung Power Plant Phase II New Gas-Fired Units Project, Taiwan Power Company (Taipower) held a ceremony today (3rd) to formally launch a Government Procurement Integrity Platform for the Procurement and Installation of Combined-Cycle Power Generating Units 3-6, Plant Buildings, and Associated Facilities for the Taichung Power Plant Phase II New Gas-Fired Units Project. The event brought together representatives from the Ministry of Economic Affairs, Ministry of Justice, Public Construction Commission, and prosecutorial, anti-corruption, and investigation authorities. Participants jointly declared their commitment to the principles of cross-agency collaboration, public-private cooperation, administrative transparency, and public oversight. Through this initiative, the participating organizations aim to establish an ethical and transparent procurement environment, prevent improper external interference, and safeguard the progress and quality of this major procurement project.
Taipower stated that the Taichung Power Plant Phase II Project is a major infrastructure initiative crucial to Taiwan's energy transition and a stable electricity supply. The procurement of key equipment and facilities, including power generating units and plant buildings, is critical to overall construction quality, project schedules, and the future operational performance of the power generating units. Given the project's highly specialized technical requirements, substantial procurement scale, and significant public interest, Taipower has joined forces with prosecutorial, anti-corruption, and investigation authorities to establish a Procurement Integrity Platform. By introducing an external oversight mechanism, the platform aims to help identify procurement-related risks, establish early warning mechanisms, and enhance openness and transparency throughout the procurement process.
Taipower emphasized its continued commitment to public disclosure of procurement information and administrative transparency. Information on the progress of the Taichung Power Plant Phase II Main Equipment Procurement Project, along with relevant meeting minutes and other project-related information, will be disclosed as appropriate through the dedicated Procurement Integrity Platform section of Taipower's official website. Through interagency coordination and regular exchanges, the participating authorities will also provide timely consultation and assistance in addressing potential legal and integrity-related risks at every stage of the procurement process, including tendering, bid evaluation, contract execution, and inspection and acceptance. These collaborative efforts aim to further enhance procurement quality and administrative efficiency.
