The Bureau of Industrial Parks assists traditional manufacturing SMEs in low-carbon transformation. Noporvis Co., LTD. achieves a 13% factory-energy saving rate and steadily receives orders from European and American clients.

In response to global climate change challenges, the Bureau of Industrial Parks (BIPs) of the Ministry of Economic Affairs (MOEA) is dedicated to assisting manufacturers within the park to achieve low-carbon transformation. Among them, Noporvis Co., LTD, located in the Nanzih Technology Industrial Park, has successfully adjusted its energy usage more flexibly through professional counseling from the BIPs and the smart energy management systems introduced by the "Low-Carbon and Smart Transformation and Upgrade for Small and Medium-sized Manufacturing" project. In 2023, the company achieved a factory energy saving rate of 13%, reducing CO2e emissions by approximately 21.6 tons and achieving an annual electricity saving of 45.572 kWh. This not only brings significant cost-saving benefits to traditional industries but also reassures European and American clients, ensuring continuous orders and steady business growth.
Mr. Liu Chi Chuan, the deputy director general of BIPs stated that to enhance the low-carbon transformation momentum of manufacturers in the parks, the BIPs has formed a net-zero service team by combining experts from various fields and academic units. This team provides professional technical support services such as "energy efficiency assessment", "energy management consulting", and "power demand diagnostics". So far, they have achieved substantial annual electricity savings of 7,533,840 kWh (saving approximately NT$25.46 million) and a carbon reduction of over 3,657 tons of CO2e. Noporvis Co., LTD's energy-saving case serves as a model for the low-carbon transformation of traditional industries in the parks.
Noporvis Co., LTD, founded in 2011, is one of the few publicly listed companies in Taiwan specializing in the manufacturing of turbochargers. The company's turbocharger components are widely used in European, American, and Asian markets, and are highly favored by global brands. In response to the global net-zero emissions target 2050 and the Financial Supervisory Commission R.O.C. (Taiwan)'s enhanced sustainable development policies, Noporvis Co., LTD. has actively responded by updating its central chiller and implementing a smart energy management system, significantly improving energy efficiency. Located in an old standard factory building with outdated and inefficient facilities, Noporvis Co., LTD has been a key focus for energy-saving renovations. The BIPs' net-zero service team conducted a comprehensive energy consumption diagnosis and measurement for the company, replacing equipment that did not meet energy efficiency standards. Post-renovation, the energy consumption index of the central chiller dropped from 1.06 kW/RT to 0.68 kW/RT, and new high-efficiency IE3-grade chilled water pumps replaced the original IE1 models, greatly enhancing overall energy use efficiency.
In addition, the park's net-zero service team assisted Noporvis Co., LTD in implementing a smart energy management system. The company achieved continuous monitoring and management of energy use by using smart meters and devices like flow meters and thermometers. This not only improved the company's energy efficiency but also helped it address future challenges such as carbon border taxes and other international environmental policies, maintaining market competitiveness.
