The International Innovation and R&D Collaboration Program promulgated by DoIT has been serving as the platform for bi-lateral and multilateral collaboration between companies in Taiwan and those from the European Commission, Germany, Spain, Israel, the Czech Republic, the UK and Canada. Such collaborations specifically target the development of emerging technologies.
When both parties pass the review, subsidies will be granted; each country's government subsidizes its own companies.
Applications are accepted throughout 2025 and will be reviewed on a rolling basis.
Project duration aligns with the EU or EUREKA program period.

The industries involved include information and communication technology / optoelectronics, circular economy, smart manufacturing, and biotechnology and medicine.
In November 2022, DoIT and Innovate UK (IUK) signed a Memorandum of Understanding to mutually endorse existing national and international programs. The inaugural TW-UK Collaborative R&D Call has successfully attracted a total of 65 qualified applications in two years, setting a record for the highest number. The new joint call for proposals will open in 2025, ensuring continued opportunities for R&D collaboration and partnership.
In April 2024, Taiwan and Canada signed a Science, Technology, and Innovation MOU (STIM) to strengthen technological collaboration in areas of mutual interest and to foster innovative activities. The initiative is jointly led by DoIT and Canada's NRC-IRAP to promote industrial technology R&D collaboration between Taiwanese enterprises and Canadian small and medium-sized enterprises(SMEs). The inaugural Canada–Taiwan 2024-2025 Collaborative Industrial R&D Call for Proposals was officially launched on November 6, 2024 and has successfully attracted 26 applications by the deadline of May 12, 2025.
In April 2025, based on the Eureka-DoIT Declaration of Intent (DOI) signed in September 2023, DoIT and the EUREKA Network cooperated with the funding agencies from Poland, the Netherlands, Finland, Lithuania, and Belgium to pursue R&D collaboration on High Tech and Sustainability-related technologies. Using the joint-call for proposals mechanism under EUREKA's GlobalStars initiative, the call has been officially launched on the EUREKA website. In the previous 2024 call, the initiative successfully attracted 21 project applications, of which 11 were approved for funding.
